Overall Responsibilities
The Monitoring and Evaluation and Data Unit Manager (M&E Manager) provides technical support for the monitoring and evaluation of project activities implemented through the SCMS office. S/he advances performance in the field office by leading updates to and implementation of the performance management system to monitor and evaluate performance, and use performance data to inform decision making. S/he supports the adoption of a result oriented decision making process at the country director/deputy director and senior management level S/he liaises and provides feedback to the quantification, procurement, warehousing, and planning & fulfillment teams to allow for accurate root cause analyses of quarterly performance results and inform targeted program interventions.
Specific Responsibilities
The M&E Manager leads the data unit team in the collection, analysis and utilization of high quality information which is used to inform the SCMS supply chain. S/he is a key member of the SCMS Senior Management team, participates in project decision making and technical direction and ensures that all SCMS working units participate in, and utilize the performance monitoring indicators in design and implementation of quality improvement initiatives. The M&E Manager, coordinating closely with the Country Director and Deputy Directors, is the SCMS representative to the donor and other stakeholders on all matters related to M&E and data management. The M&E Manager seeks to develop the capacity of the Haiti Ministry of Health counterparts, especially in the Department of Pharmacy, in monitoring and evaluation, and data collection/information management, for the supply chain.
Performance monitoring and evaluation
- On quarterly or regular basis, compile key project indicators by collecting all required data from SCMS teams, and preparing quarterly data forms and performance management plan (PMP) reports including required graphs and root cause analyses. Submit the required reports to SCMS/headquarters by the last day of each quarter.
- Ensure the quality of the performance monitoring system in SCMS to enable the generation of accurate reports to donors and other stakeholders.
- Lead a team of SCMS Haiti senior staff in a quarterly PMP report review with the SCMS/HQ key staff.
- Communicate PMP report results to USAID/Haiti on a quarterly basis according to timeline indicated on the performance management standard operating procedure.
- Working directly with USAID/Haiti, gather results for required indicators on a monthly or quarterly basis (as determined by USAID) and enter results in the DevResults system
- Review and update the SCMS Haiti performance management plan on an annual basis, or as needed, for relevance and of indicators and quality of data.
- Review the annual performance monitoring plan for USAID as part of the DevResults platform.
- Assist the Project Management Team with inputs to any other quarterly reports and work plan review for HQ and the United States Agency of International Development (USAID) that may be requested.
Technical Assistance to improve Senior and Management level decision-making
- Participate in senior management team meetings, and in technical working group discussions to extract feedback from technical leads for review and analysis of performance indicators and preparation of root cause analyses.
- Support leadership in using evidence to drive decision-making, and monitor the implementation of agreed corrective actions for performance indicators, reporting on progress as needed. Perform trend analysis and inform the management team in order to continuously work towards improvement.
- Where applicable, work with other senior managers to develop quality improvement strategies in response to performance results.
Data Unit
- Manage and supervise the data unit
- Oversight on data collection and ensuring integrity of the information gathered from the field
- Designate and train one of the members of the M&E/Data unit team inon the PMP & DevResults, so that person can serve as a backup person and possible replacement for this position
- Review current data management, and lead the development of standardized data analysis procedures in support of supply chain operations performance
- Represent SCMS and develop performance-related presentations for professional meetings and conferences as needed.
- In collaboration with program managers document lessons learned and best practices and share those lessons and practices with SCMS headquarters and clients as requested.
Capacity Building
- Working with the SCMS Health Systems Strengthening Advisor, develop the capacity of the designated Haiti Ministry of Health counterparts in monitoring and evaluation, and data collection and management
- Work closely with other stakeholders to ensure coordination of monitoring and evaluation, data collection and management, avoiding duplication of efforts, and leveraging US Government resources
Other relevant M&E and data analysis duties as requested
Qualifications
- Degree in Public health or similar health related area; Master’s degree in Biostatistics preferable or relevant experience.
- At least 5 years of proven experience in monitoring and evaluating Public Health programs, preferably related to HIV/AIDS, tuberculosis and/or malaria.
- Demonstrated knowledge of supply chain and logistics management preferred.
- Supervisory experience or proven ability in leading or managing teams
- Computer skills in Microsoft Word, Excel, and database management required.
- Excellent verbal and written communication skills and the ability to interact professionally and communicate clearly with a diverse team, as well as executives, managers, and subject matter experts.
- Haitian citizen or resident preferred.
Background Information
The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, we assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. The project presently has field offices in sixteen countries that provide significant technical assistance to supply chain organizations in strengthening their capacity to manage national supply chains for medicines and laboratory equipment and consumables essential to strengthening public health systems. Effective management of medical and pharmaceutical wastes is a key priority within the SCMS project and is likewise central to successful public health systems.
