Overall Responsibilities
The goal of the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program in Ukraine is to improve the health outcomes in Ukraine, particularly those related to TB and HIV/AIDS, through improved access to and use of essential medicines.
The Senior Technical Advisor for eTB Manager (STA-eTBM) will work in coordination with the Senior Technical Advisor – HIV/MIS to provide MIS and IT support to the Ministry of Health (MOH) and their counterparts with their HIV/AIDS and Tuberculosis activities in Ukraine. The STA-eTBM will manage the rollout and implementation and support of the electronic Tuberculosis Manager (e-TBM) System developed by MSH, and will assist with the assessment of existing computerized HIV/AIDS management information systems.
The STA-eTBM works under the SIAPS Country Project Director, and works closely with the SIAPS Principal Programmer, MOH, local counterparts, and donor agencies, and coordinates closely with the MSH Arlington based Director of MIS to ensure the timely and coordinated delivery of SIAPS products and activities.
The STA-eTBM will assist in the ongoing rollout and implementation of national and district systems and will work to support the MOH and their counterparts in the implementation, and maintenance of the e-TBM in Ukraine. The STA-eTBM works very closely with the MSH team responsible for system development and support. She or he is involved in the electronic generation of routine programmatic, analytic and strategic information to support Monitoring and Evaluation (M&E) and health system reporting requirements in Ukraine.

The ideal candidate will have technical expertise and prior experience in one or more of the key project results areas. Proven senior technical leadership experience desirable.
Specific Responsibilities
- Assist the Country Program Director in the development of SIAPS work plans and budgets as they relate to pharmacovigilance and rational use. Provide input into updating and implementing the annual work plan and budget, as necessary.
- Rollout the eTBM system to national health facilities as in the approved implementation plan.
- Under the direction of the CPD and in coordination with the STA- HIV/MIS, provide technical assistance to SIAPS country projects in the analysis, design, and implementation of information systems related to pharmaceutical management in support of HIV/AIDS and TB activities. This technical assistance includes:
- Analysis of user needs, development of system requirements, tools and procedures (both manual and computer based) to collect, collate, and facilitate the use of information.
- Modification and/or enhancement of existing tools (both manual and computer based).
- Updating instruction manuals for the system(s).
- Training users in various regions and districts of the country as well as others who may be responsible for the continued maintenance of the system.
- Ensuring data quality of reports.
- Train users at the health facilities, as well as others who may be responsible for the operation of the computerized system and other systems as required and assist in developing of training materials.
- Provide eTBM and other IT support to the national, oblast, and health facility levels as needed.
- Work collaboratively with the MOH, donors, technical partners and other program partners in order to support eTBM, and PMIS data management program needs.
- Under the direction of the CPD, collaborate with stakeholders, at the national and facility level, in order to strengthen the eTBM and M&E management information systems.
- In collaboration with partners assists in the updating of user manuals, SOPs, quality assurance procedures, and tools to produce high quality data and ensure they are standardized and disseminated across sites.
- Provide technical assistance with the monitoring of eTBM implementation including quality reporting, appropriate use of data, and provide recommendations for improvement. Assist with the planning and delivery of MIS and M&E training activities that target health professional staff at health facilities. Additionally, assist with the development of work-plans and associated budgets.
- Identify hardware/management system gaps for the implementation of MIS systems as well as identify errors and program failures with timely reporting to the M&E, MOH and government computer services as appropriate.
- Liaise with the relevant stakeholders to coordinate and organize interventions by team responsible for the identified gaps.
- Make recommendations for the modification and/or enhancement of existing tools (both manual and computer-based) to the Partners responsible for system development and support.
- Participate in the development of standard operating procedures for the implementation of MIS systems and assist in the development of management reports templates.
- Contribute, as requested, to quarterly and ad hoc reporting to SIAPS, USAID, the Ukrainian MOH or other relevant agencies.
- Monitor and document progress of activities toward achieving results of the MIS activities of the approved SIAPS workplan, by taking baseline and periodic measurements of indicators.
- Participate in the development of regular quarterly and semi-annual reports on workplan activities for the SIAPS, USAID/Ukraine, and in any other reporting requirements for the SIAPS Ukraine program as needed.
- Undertake other relevant activities as requested by the Country Project Director.
Qualifications
- Degree in Computer Science or in-service qualification in Management of Information Systems (MIS).
- At least seven (7) years progressively responsible experience in an independent MIS position with advanced MIS operations management and/or computational responsibilities.
- At least three (3) years experience in working with web-based solutions and web based tools.
- At least three (3) years experience in working with database systems like Oracle, SQL, MySQL.
- Previous experience in developing training materials and the delivery of training sessions.
- Experience working with the MOH and national level organizations.
- Demonstrated intermediate computer skills in Microsoft Office Suite applications including Word, Outlook and other electronic mail applications; advanced skills in spreadsheet and database management including Excel and Access. Demonstrated data entry and analytical skills. Other applicable software experience highly desirable
- Fluency in spoken and written English and Ukrainian; knowledge of Russian is helpful.
- Ability and experience in writing reports and documents in English is required.
- Strong organizational skills and ability to work in a team-oriented environment.
- Excellent interpersonal skills, sound judgment and communication skills.
- Ability to handle multiple tasks simultaneously, set priorities, and work independently.
- Experience working with USAID-funded programs highly desirable.
- Willingness and ability to travel within Ukraine as needed.
