Director for Country Operations / Project Director of Finance
Overall Responsibilities
The Director leads and manages the Country Operations Management Unit (COMU) overseeing all operational and administrative services for the portfolio of MSH projects in Guinea and is the Senior Manager responsible for Health Services Delivery (HSD) project’s financial and operational performance. S/he ensures that MSH/Guinea operates as a cohesive, neutral, functional unit that provides high-quality, responsive, timely and cost effective services to projects within the framework of local laws, MSH policies and standard operating procedures, and donor requirements. S/he is a member of the MSH/Guinea Leadership Team and is expected to play an active role in assisting MSH develop a strong and strategic country presence.
The Director for Country Operations has primary responsibility for ensuring that MSH operations in Guinea are functioning efficiently and effectively, and aligned to support attainment of project results and client expectations. S/he is the administrative supervisor of all COMU staff and oversees the following core systems: country operations – legal, donor compliance, people management, financial management and risk management; finance and accounting; human resource management; procurement and purchasing; facilities and office services; fleet management; and in-country travel, workshops and logistics. The position reports directly to the HSD Project Director.
The Director provides leadership on all budget, expenditure monitoring, financial reporting, and contract matters to ensure the timely and effective implementation of HSD Project’s activities in Guinea. S/he performs budgeting, expenditure monitoring, pipeline analysis, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and MSH policy. S/he serves as a financial management resource to programmatic and operational staff. In collaboration with HSD Project Director, the Director monitors transactions and sub grantees through the effective use of the review and approval process to ensure propriety with USG (USAID) and MSH regulations. With the HSD Project Director, s/he monitors compliance with all internal and donor financial and administrative requirements.

- Plan and manage an adaptable and scalable HSD and COMU structure and staffing in line with available resources and responsive to project priorities, needs and deadlines. Provide direction and support to all members of the Project teams to ensure adherence to and fulfillment of programmatic activities within budgetary guidelines and compliance with the requirements of the award.
- Responsible for providing equitable, effective, timely, cost-effective, and responsive and high‐quality operations and administrative support through well-adjusted systems to all MSH in-country projects within local laws and available resources, and in an environment with adequate internal controls, adherence to contracts regulations, MSH policies and standard operating procedures.
- Develops and monitors the HSD project’s budget and complies with all required financial reporting according to USAID and MSH standards and Government of Guinea requirements. Maintains accurate expenditure and cash flow projections. Contributes to briefings for USAID as appropriate. Advise the HSD Project Director on financial implications of project implementation decisions and alternatives.
- Establishes and implements fiscal controls and reporting systems to track and monitor funds accurately and control disbursements so that resources are correctly directed to their intended use for technical support activities.
- Oversees COMU staffing and structure including administrative supervision, management of work flow, and performance management.
- Coordinate execution of internal/external financial, operations and program reviews or audits, and ensures timely follow up to reviews or audits conclusions and recommendations.
- Facilitate decisions with country management team and Headquarters key points of contact on operational and financial matters as needed.
- Acts as fiduciary responsibility, safeguarding USAID and MSH assets. Act as signatory authority for Project expenses.
- Promote and facilitate development of staff and sustainable systems, and participate in international cross-fertilization and knowledge exchange among COMUs.
Specific Responsibilities
HSD project-specific finance responsibilities include:
- Leads and oversee the annual budget preparation, including oversight of the costing of the work plan and its integration with the approved budget with involvement of appropriate staff
- Assist technical staff in formulating and negotiating specifications, objectives, and scopes of work for subcontractors.
- Assist NGOs and PVOs in developing work plans, monitor progress, track expenses, and prepare reports under the guidance of the Technical Director.
- Conduct workshops in financial management and monitoring, as necessary
- Develop mechanisms for making payments and monitoring/reporting financial performance, in accordance with USAID guidelines and those established in the subcontract.
- Administer subcontracts according to criteria and guidelines set forth by USAID and MSH Subcontract guidelines.
- Ensure that subcontractors comply with all USAID reporting requirements. Assist NGOs to convey requirements, processes, and skills to their local affiliates as necessary.
Qualifications
- A minimum of Masters-level degree in public administration, financing, economics, accounting, or a related field.
- A minimum of 10 years’ experience in financial and grants management, with a minimum of 5 years direct international work experience in developing countries with senior-level responsibility for administration and finance managing awards of similar size.
- Proven expertise in finance, accounting and auditing, including automated financial systems, as well as results-oriented grants management.
- Proven expertise in financial planning, monitoring of grant compliance and management and the establishment of internal controls.
- Demonstrated strong management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors.
- Strong verbal and written French and English communications skills required.
- Work experience with projects supported by international organizations.
- Computer skills including proficiency in Microsoft Office Suite applications (Excel spreadsheets, word processing, and electronic mail along with data entry experience).
- Demonstrated translation/interpretation skills and relevant experience.
- Ability to work independently, prioritize tasks, and meet deadlines.
- Experience with organizing workshops and training courses, preparing and monitoring budgets.
