FINANCE OFFICER

The USAID-funded Justice Sector Support Program in Côte d'Ivoire (ProJustice) project seeks to fill the position of Finance Officer. The incumbent will have the following duties and responsibilities (among others) :
  • Organize and maintain comprehensive files with all relevant documentation related to finance, and ensure compliance at all levels of implementation with relevant USAID rules and regulations.
  • Assist in the closing of monthly accounts and preparing financial statements for submission to the Tt DPK Home Office;
  • Reconcile and review expense accounts and ensure that proper clearance procedures have been followed;
  • Review various accounting transactions, e.g., payroll, grants, final payments, travel claims, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, administrative instructions, and practices;
  • Manage payroll processing;
  • Assist in the processing of payments to suppliers/subcontractors and vendors for goods and services;
  • Reconcile bank statements for all funds in foreign and local currencies;
  • Serve as Approving Officer for disbursements up to an authorized level, and provide guidance and training to colleagues as required;
  • Keep up-to-date on documents/reports/guidelines/audit files in an appropriate manner;
  • Work closely with, and report to the Finance Manager to ensure smooth operation of all finance matters;
  • Other duties as assigned by the Finance Manager or his/her designee.
Qualifications :
  • Bachelor's degree in Accounting or equivalent;
  • At least  5 years of experience in accounting;
  • Experience working with USAID contractors highly preferred;
  • Good knowledge of QuickBooks is a must;
  • Ideally fluent in spoken and written English;
