CALL FOR CONSULTANT: Consultant to compile and assist to prepare the CSO Complimentary report on the African Charter on the rights and welfare of the child in Lesotho
Duration: 75 Days (starting 15th July)

Background:
The African Charter on the Rights and Welfare of the Child was adopted by the Heads of state of the then organisation of African Unity (OAU) in 1990 but only entered into force in 1999, after it was ratified by 15 members.
States parties must submit an initial report within two years after the ratification of the Charter and subsequently every 5 years. The main objective of these reports is to inform the committee about the administrative, legal and other measures that the start has applied to comply with the Africa Children’s charter since 1999.
Deliverables
The consultant will deliver the following outputs:
· Inception report. The Inception report should also include evaluation tools and clear work plan and methodology and the cost of carrying out the activity.
· Draft reports (2) for comments by Save the Children and BONELA – one electronic and hard copy
· Final Report Finalised - one electronic and hard copy
· Bibliography of literature reviewed and list of people interviewed
Person specification
The consultant will be an evaluation expert with the following profile:
· Experience and knowledge of human rights and children’s rights in particular.
· At least a Masters degree in a relevant discipline i.e. human rights, project management, Monitoring and Evaluation, etc.
· Proven experience in monitoring and evaluation
· Experience in survey design, assessment tools and administration
· Ability to manage multiple, complex tasks being undertaken concurrently
· Experience conducting key informant interviews and focus group discussions
· Ability to analyse, interpret and synthesise information from a number of sources
