Taking advantage of the high levels of civic activism in the Middle East and North Africa (MENA), Democracy International (DI) works with civil society organizations (CSOs) throughout the region to develop new election observation approaches that build on the specific opportunities created by the Arab Spring. DI is collaborating with local partners to implement pilot projects that test new approaches, with an emphasis on innovative technologies, to encourage greater civic engagement in election oversight.
Role and Responsibilities:
DI is recruiting a Program Director, based in Tunis, Tunisia, who will provide daily oversight of program activities, including fiscal and personnel management, partner relations, and project implementation and evaluation. Core activities surround 1) a hybrid crowdsourcing/traditional domestic observation project with a significant civic education component and the unique application of a digital data collection toolkit; 2) a recently launched open data platform visualizing election-related information; 3) the local development of an automated data mining software for sentiment analysis during Tunisia’s electoral process. These projects emphasize open source software and aim to provide contextually relevant technologies for local partners as well as model and encourage open data projects during Tunisia’s democratic transition.
The Program Director will
  • Provide daily oversight of program activities, including fiscal and personnel management, partner relations, and project implementation and evaluation,
  • Ensure activities are implemented in accordance with project work plans,
  • Serve as the primary assistance provider to Tunisian partners on pilot project activities,
  • Coordinate closely with DI’s Bethesda-based staff on pilot project implementation, and
  • Oversee technical assistance provided by the team’s ICT Officer and external consultants.
As representative of DI in Tunisia, s/he will also coordinate and maintain relationships with international and domestic organizations, CSOs, donors, and other stakeholders.
Qualifications:
The Program Director will possess:
  • Significant experience in civil society capacity building and domestic election observation
  • A minimum of 7 years with a US Government foreign affairs agency, international assistance organization, or non-governmental organization, preferably including USAID experience
  • Minimum two years of supervisory experience (including but not limited to mentoring, training, and guiding staff)
  • A minimum of two years of overseas field experience
  • Experience working in the MENA region is desirable
  • A Master’s degree in relevant field
  • Knowledge and application of HTML/CSS, JavaScript and Python are highly preferred.
  • Experience with innovative technologies for crowdsourcing, civic engagement, and political organizing are preferable
  • Fluency in English
  • French and/or Arabic proficiency is highly desirable
