Humanitarian Affairs Officer P-4
ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS
This position is located within the Coordination and Response Division (CRD) of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), based in Geneva, Switzerland. The incumbent will have a dual reporting line and shall be under the overall supervision of the Chief of the geographical section of CRD New York and to the Chief of CRD Geneva.
RESPONSIBILITIES:
Within delegated authority the Humanitarian Affairs Officer will be responsible for the following duties:
• Collects and analyses information on current and potential complex emergencies and natural disasters in order to prepare daily updates for the Under-Secretary-General, and the United Nations Operations Crisis Centre (UNOCC), briefing and making recommendations to Coordination and Response Division (CRD) Management in New York and Geneva on measures required to mitigate existing or impending humanitarian crises in the assigned regions and/or countries, while responding to on-going emergencies/disasters;
• Undertakes field missions as required including deploying on short notice to serve as part of UNOCHA surge capacity for emerging or intensifying crises;
• Represents the Section in task forces and meetings, including at the senior level;
• Liaises, consults, and exchanges information within UNOCHA, United Nations agencies, non-governmental organizations (NGOs), Red Cross and Red Crescent Movement, other operational agencies based in Geneva or Rome, donor governments and Member States based in Geneva;
• Liaises, builds relationships and strengthens partnerships with a broad range of humanitarian actors and stakeholders including the Permanent Missions of Member States and regional groups;
• Supports UNOCHA field offices in facilitating good humanitarian coordination and deployment of support services from Headquarters (HQ), working closely with relevant Geneva-based UUOCHA sections and branches;
• Facilitates the organization of appeal launches, all Member States Briefings, Humanitarian Liaison Working Group (HLWG) and participation in donor and inter-agency dialogue groups including coordinating mechanisms such as Inter-Agency Standing Committee (IASC), tasks include: preparing briefs, reports, oral statements, talking points on emergency situations and natural disasters draft notes, briefing and/or talking points for UNOCHA senior management, including the Director of UNOCHA Geneva and Chief of Coordination and Response Division Geneva;
• Coordinates arrangements for visiting Heads of UNOCHA Field Offices, United Nations
• Resident/Humanitarian Coordinators (R/HCs), and Government delegations, communicates the outcome and follow-up to UNOCHA Headquarters (HQs) and field as appropriate;
• Develops positions and strategies for humanitarian advocacy related to specific disaster and emergency situations; responds to queries from individuals and organizations concerning the work of UNOCHA and the United Nations;
• Assists the Chief of Section in undertaking activities of a managerial nature (preparation of work plans, development of staff training plans, Performance Appraisal System (PAS) et cetera, and carrying out tasks delegated to him/her, including being Officer-in-Charge of the Section - at the request of the Chief of Section;
• Performs other duties as required by the supervisor.
COMPETENCIES
PROFESSIONALISM: Comprehensive knowledge of, and exposure to, a wide range of humanitarian experiences, emergency relief and related humanitarian issues; conceptual and strategic analytical capacity, to include ability to analyse and articulate the humanitarian dimension of issues which require a coordinated response; demonstrated problem-solving skills and strong research skills; very good knowledge of region of assignment, including the political, economic and social dimensions; ability to work under pressure; very good knowledge of institutional mandates, policies and guidelines pertaining humanitarian affair (includes humanitarian principles and humanitarian law); demonstrated ability to synthetize information and formulate clear recommendations and action points, and understanding of the roles of, and first-hand experience from working with, different humanitarian organizations, including non-United Nations humanitarian organizations; sound knowledge of the institutions of the United Nations system; shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

QUALIFICATIONS
Experience:A minimum of seven (7) years of progressively responsible relevant professional experience in humanitarian affairs, crisis/emergency relief management, rehabilitation, development, peace-keeping, democracy/governance, programme management or other related area is required. Field experience in emergency situations is required. Experience in producing substantive research and analytical reports is required. Extensive field experience in coordinating relief/humanitarian response in Africa is desirable. Experience in program cycle planning, cluster coordination, as well as, access monitoring and analysis is desirable. Experience in the UN Common System is desirable.
Education:Advanced university degree (Master's degree or equivalent) in international relations, public administration, development, law, social science or related field. A first level university degree combined with additional two years of relevant experience may be accepted in lieu of the advanced university degree.
Languages:English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (oral and written) is required; knowledge of French is desirable. Knowledge of second UN language is desirable.
