We are looking for a highly qualified Country Director to manage our dynamic and challenging programme in Central African Republic (CAR). It is crucial to DRC that you are experienced, proficient in French and in English and able to work in a difficult working environment.
Who are we?
In terms of operations, DRC is one of the largest INGOs in CAR, operating out of 3 Field offices in the North, 5 sub offices and the capital office (Bangui) and with a complex funding portfolio. The program strategy for 2014 primarily covers the sectors of Social Cohesion, Protection and Emergency. The programme portfolio also includes Livelihoods projects (Food Security, Non State Actors), WASH and Emergency Education. Interventions are currently located in the capital Bangui as well as in three northern Prefectures: Bangui, Ouham, Ouham Pendé and Bamingui-Bangoran.
The humanitarian needs of the population are immense; with a long history of conflict and weak governance, the majority of CAR’s population is severely impoverished and deprived of basic services and infrastructure. Human rights and IHL violations are also rife. Civilians have suffered a range of human rights abuses, including killings, the looting and burning of villages, destruction of fields, loss of livelihoods, sexual violence and the abduction and recruitment of children. In March of 2013 the Seleka coalition ousted president Bozize in the wake of which there has been widespread insecurity, looting and violence across the country. In December 2013 renewed fighting has resulted in 625.000 displaced across the country, particularly in Bangui. DRC has scaled up its emergency activities in its areas of operation to respond to the growing needs of displaced and other conflict-affected populations.
About the job
The Country Director is overall responsible for managing and overseeing DRC’s programme in CAR. This covers development and implementation of the programme, development of strategy as well as being overall responsible for finance, administration and HR. Currently the programme has 40 expatriate staff and over 300 national staff all under the supervision of the CD. The CD represents DRC in the area of operation and coordinates with all actors including donors, authorities, local partners as well as humanitarian actors in the area.

About you
You have experience with managing large and complex humanitarian operations. You have demonstrated experiences and capabilities in management, leadership, communication, coordination and in working with a multicultural staff. You are able to motivate and guide staff working in a complex conflict environment, preferably experience from an African context. You have extensive experience in developing fundraising strategies and you are fluent in French and English
We offer
DRC will offer the successful applicant a 1 year contract, renewable dependent on both funding and performance. You must be available to start work from 1st June 2014 and be willing and able to work in Bangui with frequent field visits.
